Introduction

The office of Occupational and Professional Licensing is currently accepting applications for qualified candidates for the contractual positon of Administrative Specialist III.  This position provides administrative support to the Maryland Home Improvement Commission (MHIC) and oversees and coordinates the implementation of various important administrative functions of the unit.

Main Purpose of Job

Administrative Specialist III is the advanced level of administrative work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies. Employees are assigned administrative responsibilities involving the development of solutions and alternatives to administrative problems and the resolution of administrative issues.

POSITION DUTIES

Duties of this positon include but are not limited to:

  • Assist walk-in, telephone and e-mail inquires from professionals about the status of their licensing applications, their
  • eligibility for licensing, and requirements of the laws and provide appropriate forms.
  • Screen and process applications for licensure.
  • Review and enter applicant licensing data in the AS400 system.
  • Monitor and resolve customer issues and problems with applications for licensing.
  • Process refund request form original or renewed license.
  • Assist with the monthly licensing workshop

This entails making independent decisions based on the policies, laws and regulations for the Home Improvement Commissions and present theme in a clear and concise manner; Coordinates with the unit's investigators to ensure that complaint calls are answered.

Reduce consumer frustration by assisting or directing phone calls to the proper agency and staff member using knowledge of the agencies personnel and operations to avoid multiple phone transfers. 

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification (s).

Excellent customer service experience

 Writing, communication, interpersonal and organizational skills

 Basic Computer skills Experience working with Boards and assisting with Licensing requirements and processes

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Health Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Information

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
