Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Administrative Specialist III. This position is the Administrative Specialist for two boards, the Board of Professional Land Surveyors and the Board of Examiners of Landscape Architects.

This position is limited to current Merit, Contractual and Temp employees working for the Department of Labor, Licensing and Regulation.

Main Purpose of Job

This position is the Administrative Specialist for two boards, the Board of Professional Land Surveyors and the Board of Examiners of Landscape Architects. Duties include providing recommendations to the Board on the adequacy of applications and complaints and composing Board correspondences to licensed professionals professional associations and residents of Maryland concerning the state statues and Board regulations and policies. The Administrative Specialist also manages monthly meetings for the two Boards and is responsible for preparing all items to be presented to the Boards including the agenda, minutes, application and complaints. The administrative specialist reviews all applications for original licensure and reinstatement in accordance with Board policy and prepares correspondences regarding approvals, denials, and inquiries as directed by the Boards. Other tasks including drafting correspondences for the Boards, maintaining a list of approved courses for continuing education credits for distribution to the licensees, and conducting CPC audits for the Board of Professional Land Surveyors and Landscape Architects. This position works directly with the Executive Director, Assistant Executive Director, and Board members to efficiently and effectively manage the business and operation of the Boards. This is an administrative position working with the Executive Director and Assistant Executive Director and other Design Board Administrative Specialists to improve the effectiveness and efficiency of the Boards oversight of professionals to protect the public. In addition this position is required to have general understanding of every Design Board's activities to provide administrative and managerial assistance as necessary or as assigned by the Assistant Executive Director and Executive Director. It involves daily interaction on the Board's behalf with professionals, licensees, the public, and professional groups involved in testing, accrediting, and monitoring professional conduct. The job responsibilities of this position are essential to the mission of the Boards and the livelihoods of thousands of professionals in Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • The administrative specialist is responsible for monthly meetings of the Board of Professional Surveyors, quarterly meetings of the Landscape Architects and managing the agenda and documenting the Boards decisions.
  • Manages, directs and maintains examination, reciprocity, firm and reinstatement application and licensing processes for all Professional Land Surveyors and Landscape Architects, licensees and applicants.
  • Evaluates credentials of applicants for licensure, and makes decisions based on the authority conferred by Board and policies, laws and regulations of the Board.
  • Responsible for assessing workflow and performance protocols and planning, developing and implementing new procedures and practices to ensure high quality performance of the examination, licensing and compliance enforcement functions of the Board.
  • Answer walk-in, telephone and e-mail inquiries from professionals about the status of their applications, their eligibility for licensing, and requirements of the laws and to provide appropriate forms.
  • Maintains, organizes and prepares statistical indices and reports of examination/reciprocity/corporation/partnership and licensing files of all licensees and applicants.
  • Consults with Counsel to the Board and Executive Director and Assistant Executive Director on Board policies and the interpretation of data received.
  • Performs other duties as assigned by the Executive Director and the assistant Executive Director according to circumstances such as staff reductions, increased workloads, or other priorities which require duties to be adjusted among the staff.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

  • Writing, communication, interpersonal and organizational skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
