Main Purpose of Job

This position is responsible for the application of appropriate personnel rules, guidelines and regulations for each transaction of the Office of Human Resources Processing Unit. This position will also perform a variety of tasks ranging from a highly specialized functions to a broad range of general personnel activities involving the application and explanation of principles and practices of the personnel system. The primary responsibility of this position serves visitors by greeting, welcoming, and directing them appropriately; notifies company personnel of visitor arrival; maintains security and telecommunications systems. Responds to inquiries received from the public and employees concerning employee services such as, recruitment activities, promotional opportunities, status of actions and information concerning current and former employees; establishes and maintains personnel files; receives and completes personnel transaction forms.

POSITION DUTIES

This position is responsible for the processing of personnel transactions necessary for Baltimore City Department of Social Services (BCDSS) in the State Personnel System, Workday. This requires knowledge of State procedures, personnel codes, budget codes and classifications that are necessary to ensure accurate transactions are being processed. Prepares and processes DHR 6034's that impacts on all employees (new hire employees, non-competitive promotions, name changes, demotions, terminations, suspensions, acting capacities, location changes, salary changes, etc.). Serves as BCDSS Human Resources custodian of records for the review of personnel files by the employee and officials from other agencies in the State, Federal and local government. Creates and maintains personnel files by confirming that pertinent documents are located within Personnel Files and that staff has knowledge of the required documentation for each file.  Reviews appointment documents to ensure completeness and accuracy. Serves as Baltimore City Department of Social Services Performance Evaluation Coordinator: Provides guidance regarding the performance evaluation process.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note:

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. Six months of experience using the Maryland Statewide Personnel System (SPS), Workday to process human resource transactions.

2. One year of experience using Microsoft Office Suite Word and Excel to create spreadsheets.

3. One year of experience communicating with internal and external customers.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
