Main Purpose of Job

The main purpose of the Human Services Administrator I position is to plan and conduct studies, analyze results, and formulate recommendations to increase the operating efficiency of the Department of Juvenile Services child welfare service program as it relates to Title IV-E compliance.

POSITION DUTIES

Title IV-E is a statewide federal fiscal program providing Federal Financial Participation (FFP) for all youth with DJS who meet the federal criteria for the funding. The Human Services Administrator I is responsible for the development of plans, policies and procedures for Maryland’s Title IV-E Foster Care program. This position requires the application of accepted management techniques and methods to identify and propose solutions of agency problems. This position is also responsible for supervising the DJS Title IV-E eligibility Supervisor and the DJS Medicaid Specialist.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Four years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Applicants may substitute additional professional or technical
experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of the above required experience must be in Title IV-E Federal Program.

DESIRED OR PREFERRED QUALIFICATIONS

1. Three years of experience ensuring compliance with state and/or federal regulations departmental policies and procedures in the management of Human Services Program(s).
2. Three years of experience managing, supervising or coordinating a Human Service program (i.e., Medical Assistance, Social Security, Child Support, etc,) that includes developing and implementing rules, regulations and/or standards.
3. Two years of experience preparing reports, analyzing results and evaluating the operating efficiency of programs.
4. Two years of experience with implementing strategies to maximize federal revenue
