Introduction

This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill current and future vacancies occurring in the Department of Human Services (DHS) in the Social Services Administration, Family Investment Administration, Child Support Administration and the Local Departments of Social Services throughout the state.

Main Purpose of Job

A Human Service Program Planning Administrator is the statewide program planning and evaluation expert level of work in human service program administration. Employees serve as a statewide program planning and evaluation experts involving multiple programs, such as family investment, child support, child welfare, adult services, aging, energy assistance, federal compliance, Title IV-E program, or volunteer program administration. Employees may lead the work of support or clerical staff.

POSITION DUTIES

Serves a Statewide technical expert in program planning and evaluation involving multiple human service programs such as child support, child welfare, adult services, family investment, energy assistance, federal compliance, Title IV-E program, or volunteer program administration;

Evaluates efficiency of operations and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate;

Interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit or division;

Implements new regulations and policies; sets goals and deadlines and oversees the workflow of the program;

Develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program;

Supervises the preparation of the budget for the assigned program;

Recommends changes in legislation, policies or procedures; may lead the work of support or clerical staff; performs other related duties.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred            qualification(s)Include clear and specific information on your application regarding the qualifications.

The ideal candidate will have:

1. One year of experience conducting or supervising the social work case management process with adults.

2. One year of experience conducting and tailoring oral presentations to a wide array of audiences and/or creating reports using Microsoft Word, Excel, PowerPoint, Graphics or similar programs.

3. One year of experience with Financial Management Information Systems, Advanced Purchase Inventory Control System and Maryland Children Electronic Social Service Information Exchange.

4. One year of experience in budgeting, procurement, contract and reporting requirements to Federal or State authorities,  contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.  

5. One year of experience in program development and monitoring for a Human Service Program.  

6. One year of experience developing and implementing professional training programs for a Human Service Program and community partners.  

7. Bachelor's degree in Social Work or Human Services.

8. One year of experience in preparation and review of budgets, financial report compliance, and audits.
