Work that Matters - The Maryland Department of Housing and Community Development is a national leader in the financing of affordable housing and revitalizing communities.  This is an opportunity to join this nationally-recognized, award-winning organization and apply your skills to this high public purpose and challenging area.  Annually, the Maryland Department of Housing and Community Development finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing.  Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds.  Additionally, the Maryland Department of Housing and Community Development administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Community Development Administration is seeking a qualified candidate to serve as the Energy Efficiency Management Officer II. 

This position is the full performance level position responsible for evaluating requests for energy efficiency financing for multifamily rental housing projects.  This includes processing and assisting in the review of applications; issuing reservation letters, commitments and other correspondence; closing loans; determining compliance with regulations and guidelines, and assisting in the preparation of monthly and annual reports on the status of financing programs.  The types of projects reviewed will generally consist of 20 or more units; one or more sources of financing, moderate to high risk factors; and fixed rate or deferred loans.   

In addition, this position oversees recipient programs, coordinates analysis of data, and accounting for expenditures of programs funds. This position also supervises the production of the Energy Management Officer I and the Multifamily Energy Reporting Officer.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience to include two years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidate may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Two years of experience in reconciliation and data validation of invoices or analyzing funding request or reviewing and processing statistical data.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in energy efficiency

Experience in weatherization

Experience in affordable housing development

Excellent written and oral communication skills

Ability to perform in a fast paced environment

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
