Introduction

This is a Position Specific-Recruitment for Talbot County Department of Social Services. The Talbot County Department of Social Services is located on Maryland's Eastern Shore, 73 miles east of the Baltimore–Washington area across the Bay Bridge.

Main Purpose of Job

The main purpose of this position is to oversee the small procurement purchases of equipment, services, supplies, information technology, and travel using competitive or negotiated processes based on local, state or federal policies and procedures.

POSITION DUTIES

Perform work in the acquisition of equipment, services, supplies, information technology and other needs of the department, which must be obtained through the competitive or negotiated process. 

Responsible for preparing documentation for soliciting, evaluating, negotiating and awarding contracts, according to local government policies/procedures, State procurement laws and regulations, DHS policy and Federal guidelines related to funding issues. 

Maintain accurate ledger account balances for all contractual and requested goods or services.

Perform fleet coordination including scheduling of vehicles.

Performs clerical tasks as necessary.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Two years experience in general services functions, office administration activities or in the receiving, storing, issuance, purchase or requisition of equipment, materials, and parts and supplies.

Notes:

1. Additional experience as stated above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in logistics specialist classifications or administrative support specialty codes in the logistics field of work, on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

 Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. One or more years experience creating Excel spreadsheets and/or preparing documents in Word.

2. One or more years experience handling internal and external customers.

3. One or more years experience in fleet management.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
