Main Purpose of Job

The Spay and Neuter Program Grant Specialist is responsible for administering and facilitating all duties and activities necessary to accomplish the goals of the Spay-Neuter program as specified in the authority provided in the Agriculture Article, Title 2, Subtitle 16.

POSITION DUTIES

Prepare, publicize, and distribute applications for grant proposals; review and evaluate grant proposals; follow up with applicants as necessary to insure requirements are met.  Organize and present grant requests to Spay and Neuter Advisory Board members.  Record the Board's recommendations into a written report for the Secretary of Agriculture's consideration.

Prepare and transmit appropriate documents to Fiscal Services in insure proper disbursement of approved grant funds; monitor grantee's use of funds.

Conduct quarterly surveys of animal control facilities to compile and report information related to euthanasia rates in local animal control facilities.

Plan and organize Advisory Board meetings; coordinate with the Office of the Secretary to fill vacant Board positions; gather relevant information and advise the Board members and the Department on strategies and policies to improve the effectiveness of the Spay/Neuter grant program.

Prepare and mail annual invoices to dog and cat food registrants for spay/neuter funds fees; monitor progress of fee collection; implement procedures for collection of late payments and develop strategies to improve program compliance.

Prepare annual budget and annual report on use of funds.

Plan and implement public education outreach to promote the benefits of spaying and neutering pets.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications:

One year of experience reviewing and evaluating grant proposals.

Experience working with an external advisory board, including organizing meetings and making recommendations on program strategies/policies.
