Introduction

The Public Service Commission (PSC or Commission) regulates public utilities and certain passenger transportation companies doing business in Maryland.  The Commission regulates gas, electric, telephone, water, and sewage disposal companies. Also subject to the jurisdiction of the Commission are electricity suppliers, fees for pilotage services to vessels, construction of a generating station and certain common carriers engaged in the transportation for hire of persons. The PSC’s jurisdiction extends to taxicabs operating in the City of Baltimore, Baltimore County, Cumberland, and Hagerstown.

The categories of regulated public service companies are listed below: electric utilities; gas utilities; combination gas and electric utilities; telecommunications companies; water, and water and sewerage companies; passenger motor vehicle carriers (sedans, limousines, and buses); railroad companies; taxicab companies; and other public service companies.

The Commission is empowered to hear and decide matters relating to: (1) rate adjustments; (2) applications to exercise or abandon franchises; (3) applications to modify the type or scope of service; (4) approval of issuance of securities; (5) promulgation of new rules and regulations; and (6) quality of utility and common carrier service.

Main Purpose of Job

The Maryland Public Service Commission has a position available for a PSC Regulatory Economist II in the Energy Analysis and Planning Division. Regulatory Economist perform economic and regulatory analyses, prepare testimony, conduct policy analyses, and undertake projects and studies for the Commission's consideration. Regulatory Economist are expected to develop and maintain a comprehensive understanding of Maryland's electric utility sectors, including financial and economic principles, regulatory and industry practices, business operations, legal environment, and customer behavior.

POSITION DUTIES

Analysis of tariff language, industry  structure and implementation, regulations as well as state/national policy, rates and other topics as needed with regard to energy efficiency, demand response, distributed generation, smart grid, renewables, reliability and wholesale energy markets and suppliers.

Employees will testify as expert witnesses, make presentations, prepare written reports or otherwise communicate the results of their analysis in both informal and contested situations

The successful candidate must have excellent written and oral communication skills

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university.

Experience: One year of experience with a public service commission, consulting organization or regulated enterprise performing utility, energy policy, economic or econometrically based analysis.

Notes: 1. A master's degree in Economics, Engineering, Business, Finance or a related discipline from an accredited college or university may be substituted for the required experience.

2. Additional experience performing utility, energy policy, economic or econometrically based analysis may be substituted on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in the areas of electric industry reliability, wholesale power procurement, competitive electric markets, energy efficiency and/or demand response is desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be evaluated for this classification. For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service. Successful candidates will be ranked as Best Qualified, Better Qualified, and Qualified and placed on the employment list for one year. This list will be used by the hiring agency to fill this position only.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be required to complete supplemental questionnaire. Therefore, it is important that you provide complete and accurate information on your application.
