Main Purpose of Job

The main purpose of this position is to provide the Courts and Corrections with data pertinent to determining the bail status/conditions of release and correctional classification by interviewing persons arrested in Baltimore City to obtain background information; accessing the appropriate information systems to obtain criminal histories, etc.; verifying all background data; completing a Risk instrument to assess danger to the community or appearance in court; formulating an appropriate recommendation for bail or recognizance based on the investigation; presenting the gathered information and proffering the recommendation to the Judge at Bail Review; and forwarding the information to Records/Classification.

POSITION DUTIES

Learn how to compile, organize, and prepare case files for arrestees.

Interview arrestee utilizing the on-line system.

Obtain and review copies of the statements of charges and probable cause.

Learn rules, regulations, procedures and policies applicable to the State pretrial release program and criminal justice system.

Communicate effectively with defendants, courts, and protective service personnel, social service agency personnel and the general public.

Complete a risk assessment to assist with determining eligibility for Release on Recognizance or setting of bail.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: None

Note:

1. Additional investigative experience in law enforcement, court services, parole and probation or pretrial release work may be substituted on a year-to-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in special investigations classifications or specialty codes in the criminal justice field of work at the rate of two years of military experience for one year of experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this class may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification will be assigned to one of three shifts in order to maintain 24 hour coverage and may be required to work on weekends and holidays.

THIS RECRUITMENT REQUIRES THE SUCCESSFUL COMPLETION OF A WRITTEN EXAMINATION: The written examination is designed to measure the candidates’ knowledge, skills, and abilities as they relate to the duties of this job classification. Only candidates who meet the minimum qualifications will be admitted to the examination for this classification. Therefore, it is essential that you give complete accurate information on your application. Successful candidates will be placed on the employment list categorized as BEST QUALIFIED, BETTER QUALIFIED, OR QUALIFIED and placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
