Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

 
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The MIA is recruiting for a Director, Life, Annuities and Credit position in the Life and Health Division. This position ensures that life insurance policies and related forms, annuity contracts, and credit insurance contracts and rates issued by life insurance companies in Maryland satisfy legal and regulatory standards. This position directs the work of staff involved in analyzing life insurance, universal life insurance, variable life insurance, fixed annuity and variable annuity contracts for compliance with laws and regulations. The Director proposes, reviews, and drafts bulletins, regulations, and legislation affecting life, annuity, or credit insurance. The Director, Life, Annuities and Credit is responsible for determining mortality rates and actuarial values; reviewing credit insurance loss ratio experience reports; and reviewing deviated premium rates.  The Director may provide testimony to the General Assembly on technical issues related to life insurance, annuities, or credit insurance as required.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Eight years experience drafting or analyzing life insurance and annuity contracts for a regulatory agency or licensed insurer; and one year of management/supervisory experience.

Note:  Five years experience drafting or analyzing life insurance and annuity contracts for a regulatory agency, or licensed insurer; and FLMI or equivalent designation; and one year of management/supervisory experience can be substituted for the above minimum qualifications.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of Maryland insurance laws and regulations.
  • Excellent written and verbal communication and organizational skills.
