Police Entry Level Training Program Manager

This is a SPECIAL APPOINTMENT position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

The incumbent is the Program Manager for the Maryland Police and Correctional Training Commission's (MPCTC), Police Entry Level Training Program (PELTP). The incumbent manages the daily operation of the PELTP to ensure compliance with standards established by the MPCTC. The incumbent also supervises the PELTP Staff on a daily basis ensuring that the staff follows all Department and PELTP regulations and policies in the performance of their assigned duties.


Duties of this position include, but are not limited to:

  • Supervises the daily operations of the Police Entry Level Training Program and Comparative Compliance Program ensuring that the requirements of the training schedule are met.
  • Manages the expenditure of appropriated funds for the purchase of various equipment, textbooks and office supplies and monitors contractual employees to ensure contract terms are not exceeded.
  • Supervises the daily activities of the PELTP instructors, Associate Instructors and the Office Secretary III position.
  • Advises and assists Staff, Associate Instructors and Subject Matter Experts (SME) in the development and delivery of training units.
  • Reviews and approves lesson plans created by Staff and Associate Instructors for proper format.
  • Supervises the Staff on the preparation and completion of the daily training schedule for each class ensuring completion prior to the start of training.
  • Independently exercises judgment, initiative and knowledge of the Program Rules and Regulations in administering progressive discipline to entry level students.
  • Conducts ongoing research of training methods, instructional techniques and "best practices" in law enforcement training.
  • On a regular basis, advises Chiefs of Police, Sheriffs and/or Department Training Coordinators on the academic/disciplinary status of their employees.
  • On an as needed basis, provides necessary support, both in and out of the classroom, to staff members and associate instructors.
  • On an as needed basis, instructs/facilitates designed curriculum within the PELTP in order to ensure compliance with standards established by the MPCTC.
  • Instructs on a regular basis with in-service classes associated with "Train the Trainer" and "Field Training Officer."
  • Maintains liaison with members of the Maryland Police Training Directors Association.
  • Attends police related training classes to maintain the broad base of knowledge and skills necessary to facilitate presentation of a wide variety of law enforcement related topics to students.
  • As needed assists the Certifications Unit with client agency audits of MPCTC approved entry level training programs.


Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

2 year experience in a Law Enforcement Academy setting.


The following qualification is preferred, not required:

  • Experiences with law enforcement training objectives to ensure COMAR compliance.
  • Experience in lesson plan development and training curriculum.  
  • Experience as a general classroom instructor and within a one year period, successfully obtain certification as a Maryland Police and Correction Certified general classroom instructor. 


All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
