Main Purpose of Job

This position is responsible for the on-going program development, and maintenance of State and local department staff operation, and use of the Social Services Administration, Adult Services and Child Welfare Information Systems supporting intake and assessment, case management, client outcomes, payment and reporting of the Department's adult services child welfare programs. The incumbent in this position provides management level support for programmatic activities related to planning, development, implementation, training, general oversight and evaluation of the functioning of SSA's information systems at the State and local level; and will provide senior level direction and support in the following areas:

1. Development and implementation of policies and training related to the operation of SSA Information   Systems within the Local Departments' of Social Services;

2. Evaluation of system functioning from the programmatic prospective for the purpose of recommending and developing on-going system changes and enhancements, including the development of reports and data outputs needed from user's of the systems;

3. Directs the development and implementation of policy directives related to the use of the system;

4. Directs response to central, local department, provider and constituent concerns related to the on-going operation of the systems;

5. Manages creation and maintenance of all placement contracts in the systems; and 

6. Manages the approval and oversight of all payments requested for payment outside of the systems by the local department.

This position will require an in-depth and expert knowledge of management theory and practice, human services information systems, Agile development process, State and Federal child welfare/adult services information system laws, regulations, and policies.


1. Serves as Program Manager for SSA Information Systems, i.e., point person and systems expert who provides direction and/or consultation to central and local department staff on the overall detailed use and operation of the SSA Information Systems.

2. Represents SSA on workgroups and governance meetings regarding SSA Information Systems issues and provides written/verbal recommendations to DHR Executive Staff, Managers and the Office of Technology for Human Services (OTHS) regarding new or revised policies and practices; ensures the smooth running of the daily program operations on the State and local levels as a problem-solver without peer; analyzes the functionality of SSA Information Systems based on ever-changing State and Federal laws, regulations, policies, and practices; and directs the implementation/evaluation of policies and practices related to the programmatic and local operational components.

3. Provides direct supervision and management to Systems Development and Training staff; directs staff in all child welfare and adult services systems related activities including tasks assignments, reviews of work, training, and input into evaluations.

4. Provides customer service to both internal and external customers; manages the development, implementation and evaluation of programmatic policies; monitors the workflow progress of central and local department staff to ensure that SSA Information Systems functions in the daily operations of child welfare casework practices; assesses and resolves central, local departments', provider and consumer programmatic concerns; develops written bi-weekly reports on systematic issues and trends; assesses programmatic needs to systems changes and major enhancements; and provides written recommendations to DHR Executive staff, SSA, OTHS, and the Office of the Deputy Secretary for Operations; and conducts on-going assessments of training curricula to ensure alignment with current child welfare policies and practices.


Education: A bachelor's degree from an accredited college or university.  

Experience: Eight years of experience in administrative or professional work that focuses on IT systems including design, development, improvement, support, and training of agency information systems.  Three years of this experience must have involved the supervision of other employees or exercising responsibility for information systems management.


The ideal candidate will possess the following:

1.    Possession of a Master’s degree in Human Services or related field.

2.    Experience working in a public human service agency.

3.    Experience managing and overseeing child welfare and/or adult services information systems,

       including experience in Agile software development.

4.    Strong written and oral communication skills.

5.    Ability to prioritize and multi-task effectively.

6.    Flexibility in a busy environment.

7.    Strong time management, priority setting and problem-solving skills.
