REGULATORY AND COMPLIANCE ENGINEER/ARCHITECT I

The Office of Budget & Infrastructure Financing, Engineering and Capital Projects Program (ECPP) is recruiting for two entry level Regulatory and Compliance Engineer I positions.  This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

As an entry level Project Engineer, the incumbent will be responsible for conducting engineering reviews under close supervision of projects from inception to completion of the Department's water quality projects within a particular geographic region in Maryland. These projects involve upgrading wastewater treatment plants with enhanced nutrient removal technology, which is essential to assist Maryland in its commitments under the Chesapeake Bay 2000 Agreement. In addition, the incumbent will be assigned other water quality capital projects, including projects that involve drinking water, wastewater, stormwater, flood hazard management, and stream restoration.

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.  

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

It is preferred that the selected candidate has the following:   Engineering degree (s) in one of the following disciplines: 

• Civil
• Chemical
• Environmental Engineering

It is also preferred that the selected candidate has the following:  

• Proficiency in Microsoft Office Suite;  
• Experience or knowledge in Civil, Chemical, or Environmental Engineering;
• Engineering in Training (EIT) Certification.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.
