Main Purpose of Job

The Accounts Payable Supervisor position is responsible for directing and supervising employees in the Department of Human Resources (DHR) Accounts Payable Unit. This position requires close coordination and cooperation with DHR Program and Administrative Unit Managers, and provides guidance and support to Local Department of Social Services(LDSS) Accounts Payable operations.

POSITION DUTIES

Directs coordinates and supervises the work of Fiscal Accounts Technician II employees responsible for disbursement for over 1,100 invoices monthly for DHR headquarters. Ensures that the established policies and procedures are followed, and assign and review work.

Plans staff training and development; evaluates staff performance and counseling employees. troubleshooting problems, and ensuring efficient overall operations of the Accounts Payable (A/P) Unit.

Develops, monitors and ensures that the agency costs/funds are accrued and paid in accordance with government accounting standards, and agency policies and procedures.

Maintains adequate documentation of data supporting all accrued expenditures and all payments and balances of accrual for review by the Legislative and Internal auditors.

Prepares and maintains spreadsheets that are for monitoring Year End Close (YEC) accruals and there disbursement/liquidation.

Ensures that all A/P transactions are processed in accordance with established policies and procedures.

Identify and recommend new and more effective procedures to be implemented where appropriate.

Serves as the back-up for A/P Manager and the other Units A/P Supervisor.

MINIMUM QUALIFICATIONS

Please describe in detail any specific job duties relating to the minimum qualifications stated below and include any computer software experience (ex. Excel, CHESSIE, CARES, PowerPoint, Word, etc.) used in each of the positions you held.

EDUCATION : Graduation from an accredited high school or possession of a high school equivalency certificate.

EXPERIENCE : Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

NOTES :

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in Accounts Payable Experience with Financial Management Information System(FMIS)

Experience supervising employees.

Experience training employee's on job duties in their respective work area.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
