Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The cert list will be maintained for one year.  Persons interested in future vacancies with the classification must re-apply.

Main Purpose of Job

The main purpose is to account, record, and reconcile departmental cash and revenues. This position provides intermediate level fiscal accounting support in the General Accounting Division for the Office of Fiscal Services reporting to a Fiscal Accounts Clerk Manager and assisting the General Accounting Manager.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

  • The Department receives over $36M per year via the six lockboxes that MDE/Fiscal Services maintains.  These monies represent payments for fines, penalties, applications, fees, budget credits reimbursement, etc.  This position records these payments in the State's Financial Management Information System (FMIS), reconciles the FMIS balances to the daily bank statements, and distributes the financial data to the Department's stakeholders.  Traces identified reconciliation discrepancies to source documents and makes the necessary adjustments.
  • Updates and maintains daily and monthly control spreadsheets used by the General Accounting Manager for monthly bank reconciliation.
  • The Department receives monies via direct mail to the office and by walk-ins to the main lobby receptionist(s).  This position prepares deposits of check/cash submitted by direct mail or walk-ins and records the batches into FMIS.  Reconciles the batch balances entered into FMIS to the source documents.  Traces identified reconciliation discrepancies to source documents and makes the necessary adjustments.
  • Records and posts accounts payables direct voucher payments in ADPICS.  Reconciles batch balances to source documents.  Scan/index invoices.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

 2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

EXAMINATION PROCESS

       Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the employment list for at least one year.  This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

       The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
