Main Purpose of Job

This recruitment is for two positions within the Office of Eligibility Services:

1.) The main purpose of this position is to function as a lead position working at an advanced level and giving guidance and direction to the workers in cooperation with a unit supervisor, and interpreting and applying Medical Assistance policies and regulations on special, complex cases. This position works closely with the unit supervisor in developing plans to direct, control, and monitor casework activity within the unit to ensure program integrity. This position assigns and reviews case actions of Medical Care Program Associate I & II positions and helps in the professional development of the unit by providing ongoing mentoring and assisting with training and worker feedback. This position will assist in mitigating customer anxiety by providing prompt and courteous response to consumer inquiries and complaints.

2.) This position assists the Medical Care Program Associate Supervisor in coordinating operational functions necessary to establish eligibility for Medical Assistance recipients. This position will also act as a consultant to Medical Care Program Associates including assigning and reviewing work. This position will require the ability to develop and recommend solutions to problems and provide training to staff as indicated. This position supports all the activities of special projects. This position also requires knowledge of Federal and State regulations, policies and procedures as they pertain to the Medical Assistance Program. This position requires knowledge of CARES, MMIS, HBX, IDB and other systems.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program.

Notes: 1. Additional general clerical experience may be substituted on a year-for-year basis for the required education.

2. College credits from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates should have experience in approving, denying or pending eligibility applications for government entitlement and benefit programs; experience with Maryland Health Connection and HBX; experience in interpreting and applying Medicaid policies and regulations.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
