Main Purpose of Job

The main purpose of this position is to provide clinical consultation and support within Long Term Services and Supports Administration, Home and Community-Based Options Waiver, Community First Choice, Increased Community Services, and Community Personal Assistance Services program. The incumbent will make plan of service determinations in regard to appropriate long term services and support for individuals applying for/or participating in one or more of the aforementioned programs. This position requires the incumbent to apply clinical knowledge and expertise in order to assess the appropriateness of care of long term services and support provided to participants in various Medicaid programs. The incumbent will assist with performing quality assurance activities that impact the health, safety, and welfare of program participants receiving home and community-based services. The incumbent will serve as the Department's representative at fair hearings, in efforts to defend plan of service determinations that are appealed by applicants and/or participants.

MINIMUM QUALIFICATIONS

Education:    A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience:  Five years of experiences as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

NOTES:

1.  A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2.  A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience testifying as a clinical expert witness.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your license must be attached to your application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
