Main Purpose of Job

The main purpose of this position is to serve as supervisor of the Equal Employment Opportunity (EEO) Officers assigned to this office. This position will be responsible for assigning incoming EEO complaints and bullying complaints to the EEO Investigators. This position will be responsible for ensuring that the investigations are conducted timely in accordance with COMAR (Code of Maryland Regulations), that the determination is appropriate and the report is clearly written. That includes overseeing all complaints of discrimination and bullying, ensuring the EEO Officers are conducting Equal Opportunity (EO) training to staff and EO Designees in that area, making recommendations relating to disciplinary measures based on investigative findings, representing the Department at Office of Administrative Hearings (OAH), Equal Employment Opportunity Commission (EEOC), Maryland Commission on Civil Rights (MCCR) and other court proceedings.

POSITION DUTIES

This positions primary duty will be to supervise the Equal Employment Opportunity (EEO) Investigators as they investigate complaints of discrimination and bullying to include Equal Employment Opportunity, Americans with Disabilities Act and sexual harassment complaints made by DPSCS employees and potential applicants.

Provide recommendations for corrective action, providing direction and guidance when discrimination issues arise within the facility.

Ensure subordinates access and interpret the responsibilities in the area of EEO, ADA, and AA in accordance with state and federal laws, interpret federal and state EEO laws and regulations, and develop implementation plan policies and procedures for these programs.

Ensure the overall audit and maintenance of complaint case files.

Supervise EEO Investigators in their review of personnel transactions. Ensure that EEO Investigators are overseeing and conducting EEO Training in their respective assigned areas of DPSCS.

Other EEO duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience investigating and managing EEO cases to include Title VII

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred, not required:

Experience with ADR (Alternative Dispute Resolution) specifically with Mediation.

Experience supervising EEO Officers or Investigations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
