Main Purpose of Job

The Health Policy Analyst II is responsible for the development of all regulations promulgated by Office of Health Care Quality, (OHCQ). This position will coordinate with units within OHCQ to revise regulations on an ongoing basis and respond to stakeholder comments and questions; reaching out to external stakeholders to solicit input on proposed regulatory changes; coordinate with DHMH and state regulatory offices to ensure defined regulatory processes are followed and that regulations are promulgated in a timely manner.  In addition, this position will assist or lead special projects as assigned by the OHCQ Executive Director or Chief of Staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

 Notes:

 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

 2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant must be able to organize and track large amounts of information, must be highly organized, detail and task oriented, and able to work with minimal supervision. The successful applicant must be able to create and maintain relationships with stakeholders with a large variety of interests and organize and conduct large and small scale meetings. The successful applicant must have very strong verbal and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
