Introduction

This is a Position-Specific Recruitment for the Department of Human Services, Budget Management Division.  It is important to complete the Supplemental Questions as part of the application process.

Main Purpose of Job

This position provides staff support and assistance as a Budget Analyst to the Department of Human Services (DHS), Budget Management Division. The incumbent in this position is responsible for learning and comprehending the budget development, negotiation and execution of the budgets for assigned administrations. The Budget Analyst will learn to prepare budget requests in accordance with the guidelines and other information that becomes available subsequent to the issuance of guidelines, i.e., inflation adjustments, changes in cost or allowance levels, deficiency appropriations, etc., as directed by the Budget Management Director or Deputy Director.

POSITION DUTIES

Learns to assist and prepare the annual budget for assigned administrations in accordance with budget instructions and established time lines.

Learns to verify accuracy and certification of procurement documents for availability of funds to monitor contract balances using Advanced Purchasing and Inventory Control System (ADPICS) and Relational Statewide Accounting and Reporting System (R*STARS) in Financial Management Information System (FMIS) as well as tracking expenditures on Excel spread sheet.

Learns to assist and prepare quantitative portions of budget requests, including experience based items, formula driven costs, caseload driven costs, and inflation adjustments.

Learns to assist and provide direction in the technical operation, retrieval and preparation of the computerized data files, printed copies of the numerical request and corresponding budget justifications.

Learns to prepare fiscal estimates and impact statements in response to legislative bills and proposed legislation.

Learns to assist and prepare balance sheet items utilizing current expenditure reports to ensure accuracy and reliability to protect departmental fiscal resources.

Learns to review year-end encumbrance submissions and proof data entries; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: None

Notes:

1. Candidates may substitute experience in budget preparation, presentation and execution at the rate of one year of experience for one year of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Six months experience with budget preparation.

2. One or more years of experience in using a financial system such as ADPICS or Microsoft Excel.

3.One or more years of experience working with internal and external customers.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
