Main Purpose of Job
The main purpose of the Performance Management Specialist position is to develop, coordinate, and manage data-driven, quality assurance and performance measures and programs to support ongoing operations at Maryland Health Benefit Exchange (MHBE). The position manages and ensures ongoing implementation and effectiveness of MHBE’s core performance management system, which includes measures related to access, affordability, consumer satisfaction, stability, and health equity. This includes, developing policies and procedures for timely collection of all performance and quality measures; monitoring, validating and reporting on key performance indicators for each functional area (information technology, cell center, consumer navigator, appeals & grievances, and qualified health plan management) and vendors; preparing periodic accountability and status of performance and quality improvement reports, including impact and outcome reviews; researching best practices in performance measures and quality improvement and suggesting strategies for implementing new or improving existing performance measures.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
Successful candidate should have a bachelors degree in business administration, public administration, healthcare management or related field and four years of experience in the analysis and evaluation of healthcare laws, policies, systems, and/or programs. Candidate should also have experience in the development and implementation of systems, policies and strategies to assess their performance.
