DHCD offers limited health benefits, a flexible work schedule and telework opportunities after six months of employment and the ability to work independently. Parking at the Lanham location is free but subject to change. In addition, contractual staff can earn 1 hour of paid time off for every 30 hours worked.

LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706.

This position will work out of the Headquarters Office in Prince George's County located approximately ½ mile from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Finance and Administration (DFA) is looking for a staff accountant to manage accounting, including reconciliations, financial analysis and reporting based on GAAP accounting, Fund accounting, and Government accounting. DHCD has received a lot of new funding to assist Maryland citizens impacted by the pandemic and economic crisis. We need accounting professionals to track, reconcile, report, audit and ensure funds are spent in accordance with each fund. Preference will be given to accountants familiar with reading and interpreting federal grants. DHCD receives over a $1 billion in federal funds to pass through to Marylanders. Incumbents will need to read and understand the purpose of the funds and what are allowable expenses to charge against each grant and calculate direct and indirect administrative charges. Accountants will be asked to perform random audits to ensure DHCD follows the grant terms otherwise DHCD could lose those funds desperately needed by businesses, non-profits, local governments and residents of Maryland.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.  

Experience: One year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.  

Notes:                

1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.   

2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for the required experience.  

3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.  

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong analytical skills and experience creating accounting financial statements
  • Experience in GAAP accounting
  • Strong financial forecasting and analysis experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Therefore, it is important that you provide complete and accurate information on your application. Report all experience and education that is related to this position. Selected candidates will be subject to Microsoft excel testing.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
