Main Purpose of Job

This position functions as the Operations Director of the Public Health Services (PHS) Administration, and provides day-to-day operational and programmatic implementation, guidance and direction to the organization. In FY2022, PHS has a budget of $898.7 million (including Core Local Public Health funding) and 1,075.9 FTE state merit positions. With the Deputy Secretary, Chief Public Health Scientist, and Chief of Staff, this position will strengthen and support public health infrastructure among PHS Units including the Laboratories Administration, Office of the Chief Medical Examiner, Officer of Health Care Quality, Office of Population Health Improvement, Office of Provider Engagement and Regulation, Prevention and Health Promotion Administration, State Anatomy Board, Vital Statistics Administration, and Local Health Departments. Key responsibilities will include organizational development, short and long term strategic planning and leadership direction to finance and grants management, personnel management, and facilities planning. This position will create systems, processes and structures to improve the functioning and efficiency of the Public Health Serivces Administration work to be able to meet the MDH vision and mission. Public Health Serivces has also received an influx of federal funding to support the COVID-19 pandemic response and this position will create systems and structures to ensure the success of this investment in the state's overall public health infrastructure.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university, six years of professional health or human services administrative experience, including three years of professional experience in public health administration, and three years of experience at the supervisory or management level.

A Master’s degree may be substituted for one year of general experience. A doctoral degree may be substituted for two years of general experience.  A Master's degree or Doctorate in public health may be substituted for one or two years public health experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable candidates should possess the following:
  • Knowledge of essential public health services and core functions; 
  • Skills in leading teams to accomplish goals;
  • Ability to plan and direct routine operations and special projects by developing and implementing short and long-term plans with a particular emphasis on fiscal and human resources;
  • Experience establishing goals, standards, timelines and accountability measures to meet objectives and oversee their achievement; and, 
  • Demonstrated experience overseeing and managing large, complex budgets.

This is an Executive Service position and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
