Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Fiscal Services Administrator III (Deputy Director of Finance) in the Budget and Administration Unit. 

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position directly supervises the accounting and fiscal compliance operations of the Maryland Higher Education Commission (MHEC). This position develops, implements, and manages new and revised fiscal policies, procedures, and standards for MHEC, to ensure MHEC’s fiscal processes adhere to State policy. The position develops, implements, and maintains effective internal controls to ensure the accuracy and reliability of fiscal records and to protect fiscal resources from fraud and waste, including but not limited to the implementation of audit recommendations outlined in previous OLA audits. Prepares, analyzes, and interprets financial, statistical, and narrative reports of fiscal services, activities, and projects for MHEC, to ensure MHEC efficiently manages its annual budget. Supplies information for the departmental budget and financial plans for MHEC, to allow departmental heads to make fiscal decisions. The position is responsible for the reconciliation of disbursements distributed by OSFA and the Grants unit, to ensure awards and grant payments are accurately distributed, in accordance with fiscal policy. The position is responsible for the implementation and management of the new receivables system.

POSITION DUTIES

The Fiscal Services Administrator III position directly supervises the accounting and fiscal compliance operations of the Maryland Higher Education Commission (MHEC). This position develops, implements, and manages new and revised fiscal policies, procedures, and standards for MHEC, to ensure MHEC’s fiscal processes adhere to State policy. The position develops, implements, and maintains effective internal controls to ensure the accuracy and reliability of fiscal records and to protect fiscal resources from fraud and waste, including but not limited to the implementation of audit recommendations outlined in previous OLA audits.  Prepares, analyzes, and interprets financial, statistical, and narrative reports of fiscal services, activities, and projects for MHEC, to ensure MHEC efficiently manages its annual budget. Supplies information for the departmental budget and financial plans for MHEC, to allow departmental heads to make fiscal decisions. The position is responsible for the reconciliation of MHEC’s disbursements, to ensure awards and grant payments are accurately processed, in accordance with fiscal policy. The position is responsible for the implementation and management of the new receivables system. 


The selected candidate will perform the following responsibilities:

· Perform reconciliations of MHEC disbursements and awards.

· Perform regular audit of MHEC’s service obligation agreements.

· Manage the implementation and transition to the new receivables system, including data migration and reconciliation of old database.

· Supervise accounting employees within the Division of Budget and Administration.

· Conduct annual fiscal year-end closeout in accordance with generally accepted accounting principles.

· Ensure all financial obligations are satisfied in a timely manner.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree in Accounting, Business Administration or Finance from an accredited four-year college or university.

Experience: Five years finance management experience, including five years supervising finance/accounting staff, managing year-end closing and experience implementing or managing the migration of financial systems.

 Note: 

1.  Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2.  Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience. 

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications:

The preferred candidate will possess the following:
 A Master’s degree in Finance or Accounting
 Seven years supervising a finance/accounting department
 Demonstrated experience performing complex financial reconciliations
 Demonstrated experience developing financial audit plans and completing audit testing/responses
 Extensive experience managing year-end closing for an agency or entity with a budget of at least $400M
 Extensive experience with FMIS or other financial/accounting software

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
