Main Purpose of Job

This position manages and controls a dynamic inventory of microcomputers and peripherals to include new system configuration, software installation and end user support. This position is also responsible for planning, integrating and maintaining software and hardware for the Maryland Department of State Police network systems, including operating systems software and network communications software. Employees in this classification assign, review, train and approve the work of lower-level Computer Network Specialists who are responsible for end-user and technical support to sworn and civilian Maryland State Police Employees.

POSITION DUTIES

Lead, direct, train and review work of lower-level Computer Network Specialists. Provide guidance on the resolution of complex problems ins the planning, integrating, and maintaining software and hardware for local or wide area computer network, including operating systems software and network communication software issues.

Respond to users' requests for support via various methods, including Web Help Desk Tickets, emails and telephone calls. Troubleshoot problems applications and repair microcomputers and equipment. Provide support remotely and in person, including working at various facilities across the state also providing technical assistance and training to end users to resolve problems with hardware and software.

Install, configure, test, and manage microcomputer equipment, within a local area and wide area network.

Manage daily operations of support tickets via automated systems.

Maintain network administrative functions including access privileges, user login, passwords, software and hardware inventory, and data recovery plan.

Perform additional Information Systems related duties as required by Supervision or Command personnel.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in computer information technology, management information systems or other information technology related field, including course work in local or wide area computer networks, from an accredited college or university.

Experience: Two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

4. Candidates may substitute experience in one of the following areas on a year-for-year basis for graduation from an accredited high school or possession of a high school equivalency certificate: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) Experience with Microsoft Active Directory account and permissions management

2) Two years of experience providing technical training and advising of Information Technology employees

3) Two years’ experience with computer imaging solutions

4) Experience in installation and maintenance of Microsoft-based software

5) Experience utilizing a help desk system

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.
