Main Purpose of Job

The Program Specialist will work within the Office of the Inspector General, Quality Assurance Unit. The Program Specialist will ensure that the Department is in compliance with the execution of policy and daily operations of detention facilities, committed facilities, and community offices under DJS jurisdiction.

POSITION DUTIES

The Program Specialist will perform as a member of the Facility and/or Field Audit Team. Facility Audit duties will include ensuring the efficiency and effectiveness of the DJS committed programs and detention facilities. Field Audit duties will consist of monitoring and evaluating the quality of DJS case management practices.

As a DJS Program Specialist, the incumbent will uphold the Department's compliance standards that are required by statute, regulations, policies, and administrative directives. The incumbent will implement, monitor, and evaluate best practices to ensure the health, safety, and well-being of youth in DJS care. The Program Specialist will provide technical assistance as requested and represent the Department at internal and external meetings.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management or resource specialist services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

• At least one year of experience with using the following software databases: ASSIST, SAFE MEASURES and METS
• At least one year of supervisory management experience in a detention or committed facility
• At least one year of work experience of compliance monitoring and reporting in the areas of Program Management, Case Management and/or Detention or Committed Facility Mgmt.

LIMITATIONS ON SELECTION

Candidate must be a current State of Maryland employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
