LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706. 

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position serves as a Lead Analyst reporting directly to the Director of the Division of Finance and Administration (DFA) and is a part of the multi-billion dollar financing operations, closely interacting with internal and external professionals to achieve the most optimal and cost-effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects. The Position will focus on risk management, fraud prevention, internal audits and will shadow all DFA directors to get a good understanding of how things work to enable them to assist where needed. This is a newly formed position needed to ensure DFA has a recession plan, assist other high level staff when and where needed and create, monitor, test and report on internal controls and potential weaknesses of fraud. Candidate, needs to function independently and be able to also lead a team.  In addition, have strong communication skills and be willing to take initiative to learn about the programs The Department of Housing and Community Development is offering, create a risk assessment of our business lines, suggest process improvements for efficiency and willing to work in a fast paced multi deadline environment.  

To be successful the candidate should be a good communicator, organized, and be an analytical thinker.  They will be involved in macro analysis, creation and deliverance of  internal audits, a risk assessment plan and have an understanding of multiple technical areas including data warehouses, system report writers, electronic file security, capital markets, mortgage products and execution methodologies, electronic file security, underwriting, asset management, grant/loan agreements and required reporting, debt management, and compliance to State and Federal regulations and loan servicing.

This position is responsible to manage large amounts of data, analysis and reporting requiring an understanding of GAAP accounting, Fund accounting, Government accounting, budgeting, and other financial and records retention systems, reporting and analysis functions and for improving the efficiency of these units through technology and automation.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Finance, Business  Administration, Economics, Accounting or a related field from an accredited college or university.

Experience: Five years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.    

Notes:                

1. Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.                                       

2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.                                       

3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.     

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong analytical skills
  • Experience with financial or compliance audits
  • Experience in GAAP and Government accounting
  • Experience with financial forecasting, analysis and financial presentations to executive staff

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
