Introduction

The Department of Labor  is accepting applications from all qualified applicants for the position of HR Administrator IV. This position assists the Director in the management, direction and administration of the Office of Human Resources for the Maryland Department of Labor. This position is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

To assist the Director in the management, direction and administration of the Office of Human Resources for the Maryland Department of Labor. The program includes the following units: Employee/Employer Relations, Benefits and Administration, Payroll and Timekeeping. It also involves the close collaboration with LABOR's Fair Practice Office in terms of investigations and other issues; administering and coordinating other special programs including health benefits, ethics, SPMS, payroll, employee evaluation and performance, and succession planning. The position also plans, develops and implements policies and procedures unique to employees located statewide in teaching in correctional facilities.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Provide leadership and management of the Office of Human Resources to achieve the efficient and effective delivery of services to all customers and stakeholders.
  • Establish and maintain all quality standards associated with the professional delivery of personnel services while striving for error free work products.
  • Provide the highest level of customer satisfaction, actively seeking feedback from customers/stakeholders on customer satisfaction and proactively acts to enhance or adjust the delivery of services to achieve and improve customer satisfaction.
  • Lead, manage, coordinate and/or oversee major tasks, events, or requirements associated with the Administration Unit-Timekeeping, Health Benefits, Employee/Employer Relations, Position control, Payroll and Leave Bank.

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in Human Resources, Business, or related field required.

Experience: Five (5) years of professional human resources experience including 2 years of supervisory experience in a merit system human resources program. The range of experience includes:

Note: Applicants substitute four (4) years of professional personnel management experience for the Bachelor’s degree. Professional personnel work can be in the area of employee/employer relations, labor management relations, personnel program evaluation, interpreting policies and procedures, statutes and regulations.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess a graduate level degree (MA, JD), Supervisory experience and experience in employee relations, labor relations, benefits and payroll administration. This experience may be at the staff or supervisory level.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time o appointment to the position. Employees are also required to obtain recertification every six months thereafter.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
