Main Purpose of Job

The main purpose of this position is to provide problem analysis and ongoing user support, coordinate system development and implementation, and train users in functionality of the information systems utilized by employees of the Department of Juvenile Services. This position uses knowledge of the Software Development Lifecycle (SDLC) and Agile methodologies.

POSITION DUTIES

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience analyzing and troubleshooting application problems and making recommendations for correction

Experience gathering the needs of the business user and working with technical programmer analysts in the design, testing and implementation of software applications

Good verbal and written skills and experience communicating with technical customers (programmers, business partners and supervisors)

One year of experience with Help Desk including generating query reports, migrating software and maintaining internal systems.

One year of experience using Microsoft Office and Google Suite.

One year of experience utilizing Agile and/or Waterfall software system development and implementation methodologies.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article of the Maryland
Annotated Code, Section 8-209, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:

U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A thorough background check, including fingerprinting and drug testing
An oral interview, and
Physical and psychological examinations.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Candidates shall be certified to the eligible list for a period of one year.   This list will be used by the DJS hiring agency to select employees.
