Main Purpose of Job

The Incumbent in this position will work under General Supervision consulting with business stakeholders and system users to perform business process analysis; gathering business and functional requirements; creating high-level system designs; and interfacing with programmers on system development projects.  In addition, this position conducts site surveys for the installation of LiveScan equipment and ensuring all required billing processes are in place as well as provides support for the distribution of VINE (video hosting service) marketing materials.

POSITION DUTIES

Performs business analysis and consults with business stakeholders and system users based on request for new or revised systems; collects and analyzes key business processes and internal controls (document As-Is and To-Be process); finds current systems associated with the identified process and document data inputs and outputs, and current system and process documentation, and related dependencies; recommends industry standard business analysis tools and methodologies to the Department.

Documents the status of business and technical requirements and communicates the progress using appropriate means; and delivers related technical documentation; and assists business units with the preparation of their business use cases for system requests.

Conducts site surveys for the installation and recovery of LiveScan equipment Provides assistance, advice and guidance to the agencies in their effort to use LiveScan technologies. Including coordination and implementation of billing processes prior to production transaction processing going live.  Presents customer’s issues and concerns in meetings with ITCD management. Follows-up and resolves issues and concerns as required.

Supports/Provides the distribution of marketing material related to VINE, give assistance, advice and guidance to the agencies in their effort to obtain VINE related marketing materials such as brochures.  Presents customer’s issues and concerns in meetings with ITCD management. Follows-up and resolves issues and concerns as required.

Maintains communications with IT Supervisor, conducts research, identify and evaluate alternatives, identify process and automation recommendations, recommend solutions, apply best practices, and conducts other tasks necessary to complete research assignments; provides IT Supervisor periodic progress reports for all assigned projects; attends IT and customer related meeting, workshops, seminars, conferences and training classes to keep abreast of emerging IT technologies, trends and best business practices.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

 Notes:

 1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

 2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Professional experience consulting with business stakeholders and system users to perform business process analysis.

 

Professional experience coordinating the installation and testing of Livescan fingerprinting equipment throughout the state.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. 

Employees may be furnished with a pager or cell phone.
