The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Administrative Officer II in the Office of Workforce Development (OWD) central office.  Please be advised that travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

This position manages the Work Opportunity Tax Credit Program (WOTC) program and staff. In all tax credit programs, federal and State, we work with employers and targeted client populations of job seekers to solve their mutual employment needs. For all of these programs we provide the highest level of services that will support the economic stability of business, the labor force and the community at large.

Assist with development and implementation of policies and procedures used by participating government agencies, attorneys or agents, private sector employers/consultants and the general public, within the parameters of federal and state legislation by:
  • Negotiating agreements with participating departments and agencies.
  • Providing expertise and technical assistance to federal and state legislators and legislative staff for the authoring of program –related legislation.
  • Consulting with the U.S. Department of Labor and its management staff at the regional and national level to develop and refine procedures and standards.
  • Decision making as the Subject Matter Expert for the State on employment tax credits.
  • Participating in the federal grant request and planning process by developing and proposing plans by amassing statistics, assessing required performance standards and monitoring evaluations of past performance to satisfy the parameters of the grant proposal.
  • Collecting data and preparing quarterly and annual reports as required by the U.S. Department of Labor (USDOL).
  • Coordinating and implementing staffing procedures to include writing job descriptions, interviewing, hiring, evaluating and disciplining personnel.


Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.


1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.


  • Prior supervisory experience.
  • Prior experience processing tax credit applications or similar transactions.
  • Prior experience in Program Management and Planning.
  • Prior experience in Customer Service.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.


All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of an unemployment insurance over payment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
