Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL),
Fiscal Administration, is currently recruiting for an Administrator II position for the Fiscal Administration
Unit within DWDAL. This recruitment and the resulting eligible list will be used to fill one current vacancy in Baltimore.

Main Purpose of Job

The Fiscal Administrator ensures the effective and efficient functioning of budget and fiscal processes for all Division of Workforce Development and Adult Learning (DWDAL) programs. The Fiscal Administrator works on the Federal Grants Administration side, as well as on the State Appropriations side for DWDAL program. Responsibilities includes advising program personnel and keeping them fully informed on the status of their grants. It also includes the development, implementation and monitoring of policies, procedures and reporting systems which ensure compliance with State and Federal laws, regulations, and guidelines regarding fiscal operations.

POSITION DUTIES

Provide fiscal technical assistance and guidance to sub-grantees, MOU partners, and DWDAL program
staff for assigned grants and programs.
Prepare, process, and track funding documents for assigned grants and programs.
Prepare and analyze budgets; track budget/grant utilization and expenditures for assigned grants and
programs.
Closeout State fiscal year, MOUs and grants for assigned grants and programs.
Manage contracts, payments and revenues for assigned grants and programs.
Support auditors and monitors in auditing and monitoring functions for assigned grant and programs.
Other duties as assigned as they relate to DWDAL fiscal, accounting and procurement functions.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year prior experience preparing and analyzing budgets.
One year prior experience preparing and processing grants.
One year prior experience working with the Financial Management Information System (FMIS).

DESIRED OR PREFERRED QUALIFICATIONS

- Intermediate experience using Microsoft Office Excel.
- Experience implementing policies and procedures.
- Prior accounts payable/receivable experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered  employment.
