Main Purpose of Job

The Maryland Health Care Commission (MHCC) is seeking a MHCC Program Manager to serve as a Policy and Special Projects Manager for the MHCC to support the legislative and inter-governmental matters and facilitation and support of stakeholder alignment and engagement.  The position will also support communications and press relations. The mission of the MHCC is to plan for health system needs, promote informed decision-making, increase accountability, and improve access in a rapidly changing health care environment by providing timely and accurate information on availability, cost, and quality of services to policy makers, purchasers, providers and the public.   

The position will primarily be responsible for:  

⸰           Assisting the Chief of Government Affairs and Special Projects in preparing materials and  presentations for the Maryland legislature, including draft legislation, position papers, briefing documents, reports, correspondence, and talking points for MHCC staff and Commissioners.

⸰           Supporting MHCC special projects and legislatively mandated studies.  The staff person will write procurement documents, oversee contract deliverables, conduct research on a variety of health policy topics, write reports with actionable recommendations, draft various documents (including correspondence), manage project work plans, and make presentations to executive level staff. 

⸰           Facilitating stakeholder input in MHCC special projects, including work groups mandated by the State legislature.  The staff person will be responsible for including developing relationships, recruiting meeting participants, arranging meetings, sending invitations, preparing and editing material for work group meetings, planning meeting facilitation; taking meeting minutes, posting all public meeting materials to the MHCC website, and maintaining various contact lists.  MHCC stakeholders include hospitals, payers, physicians, consumers, business, post-acute care providers, long-term care facilities, home health, hospice providers, etc.

⸰           Developing broad expertise in policy areas impacting the work of MHCC (including health planning, certificate of need, health information technology, health care quality, price transparency, and health data).  Apply that expertise by participating in meetings with stakeholders, staff in other State agencies, members of the legislature, and others; producing documents; and making presentations to various audiences.

⸰           Presenting to the MHCC Commissioners and other audiences on legislative policy goals, special projects, and other topics as assigned.

⸰           Supporting other members of the team in developing and implementing a strategic communications plan for MHCC. Support other members of the team in coordinating and responding to press inquiries with staff from MHCC, the Maryland Department of Health, and other State Agencies.  Support website redesign project and routinely edit the MHCC website. This position reports to the Chief of Government Affairs and Special Projects.     

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS:  

A Master's degree in Health Care Policy, Public Policy, Economics, Health Services Administration or Research, Finance, or a closely related field and two (2) years of experience with health policy research and analysis (including demonstrated experience analyzing quantitative data such as financial data, economic data, claims data, or public health data) is required. A Bachelor’s degree in a field listed in the preceding sentence and three (3) additional years of experience in health policy research and analysis may be substituted for the Master’s degree.  

POSITION REQUIREMENTS:  

Demonstrated knowledge of health policy (including an understanding of regulation of the health care system at the federal and state level and an understanding of health payment reform) An understanding of legislative process (either in Maryland, another State, or the Federal Government). Strong policy and academic research skills. Demonstrated experience analyzing quantitative data such as financial data, claims data, or public health data, and ability to interpret data analysis produced by others. Must be self-motivated and able to work independently with minimal supervision. Organized and able to manage multiple, ongoing projects. Maintain strict confidentiality in dealing with sensitive and controversial issues. Ability to communicate effectively with Commissioners, MHCC staff, industry representatives, policy makers, and the public. Proficient in Microsoft Office (including Excel, PowerPoint, and Word) and Google Suite.  For example, must be able to use advanced Word features (such as automated table of contents and captions). Strong writing and public speaking capabilities are essential.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate must demonstrate strong organizational and time management skills as the role requires managing multiple projects.  An interest in health policy related to health IT, health data, and/or health facility capital projects is also important.   We are seeking a candidate who actively seeks information and opportunities, proposes solutions to problems, and takes a leadership role in their own development and growth. The candidate will align their work with MHCC's mission, high standards for customer service and work product, and the ethical and political sensitivity that is appropriate for public service.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
