Main Purpose of Job
The Maryland Health Services Cost Review Commission seeks a health economist who will provide statistical and econometric expertise to assist the agency in developing population health policies. In addition, the incumbent will provide statistical modeling and analytic support for hospital quality and financial methodologies administered by the Center for Population Based Methodologies. This is an opportunity to use big data and sophisticated statistical methods to shape healthcare policies that impact millions of Maryland residents and inform the national dialogue on healthcare policy.
This position will primarily be responsible for:
Identifying data sources used to create comparative cost estimates for diseases of interest to the population health team;
Developing statistical, actuarial and econometric methods for estimating incremental health care cost associated with diseases of interest;
Implementing selected methods using statistical code;
Participating in code review and other quality assurance activities;
Collaborating with team members and external contractors to incorporate cost estimates into population health methodologies;
Working with stakeholders to explain and disseminate cost estimates;
Developing statistical models to estimate incidence, prevalence and burden of disease in small geographic units, including states, counties and sub-county areas;
Applying causal inference and other statistical techniques to compare change in rates over time across geographic units;
Preparing presentations and reports to communicate results of analysis to staff and external stakeholders;
Conducting statistical modeling and other data analysis to assist in the measurement of hospital quality and development of financial methodologies; and,
Assisting senior staff with ad hoc projects as needed.
Qualified candidates must possess a Master's degree in health economics or related field and at least 2 years of work experience analyzing claims datasets to develop cost estimates. Candidates must also possess expertise in Stata (preferred) or SAS.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidates will demonstrate excellent quantitative and written communication skills, as well as a collegial approach and the ability to lead projects and provide guidance to less-experienced analysts.
This is a Management Service position, and serves at the pleasure of the Appointing Authority. A copy of your resume must accompany your application.
