Main Purpose of Job

This is a management position that reports directly to the Assistant State Superintendent for the Division of Career and College Readiness. The Director is responsible for (1) financial planning, budgeting, and managing grants for career and technical education (CTE); (2) leading state and federal audit reconciliation; (3) implementing federal and state legislation, regulation, and policy for CTE, workforce, and education initiatives; and (4) supporting the development and implementation for the strategic direction for the Division.

POSITION DUTIES

The Director of Finance and Legislative is responsible for fiscal management of the Division and leads the implementation of laws, regulation, and policy that govern CTE. This includes distributing and monitoring state and federal funds; monitoring the implementation of career programs of study; providing technical assistance to grant recipients; leading CTE meetings for local school system directors and community college points of contact; and managing a team.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s degree or equivalent 36 credit hours of post-baccalaureate course work.

EXPERIENCE: Six years of related experience in coordinating or administering education programs or services. One year of experience supervising professional education program staff is also required.

Notes:

  1. Two additional years of experience, directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one (1) year of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

One Year of leadership experience in Career and Technology Education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of laws, regulations, policies, and issues impacting career and technical education; knowledge of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) and Code of Maryland Regulation 13A.04.02; knowledge of effective fiscal management practices; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders; and ability to exercise initiative and sound judgment in making decisions.
