Main Purpose of Job

This a professional position responsible for providing leadership for all services related to the development and support of English Language Arts (ELA) instruction related to the implementation of the Maryland College and Career Ready Standards (MCCRS) and the Maryland Comprehensive Assessment Program (MCAP) English Language Arts assessments.

POSITION DUTIES

Provides leadership for the technical assistance and content expertise provided for the development and implementation of the MCCRS for ELA, MCAP ELA assessments and the Bridge Validation Projects for English; provides leadership for the technical assistance, content expertise, communication, and professional learning to local school systems regarding the design and development of standards-aligned ELA curriculum and instruction, as well as the MCAP ELA assessments; provides leadership and fiscal accountability for the technical assistance, monitoring, and evaluation of federal and state literacy grants; assigns and reviews work of four (4) Education Program Specialists.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree or equivalent 36 credit hours of post-baccalaureate course work.  

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.  

Notes:

  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Section 2-104 of the Education Article of the Maryland Annotated Code. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Two years of professional experience coordinating or administering an education program or service directly related to a K-12 English Language Arts program.

DESIRED OR PREFERRED QUALIFICATIONS

  • Leadership experience including providing district or school-wide professional learning with K-12 English Language Arts 
  • Certification in Reading and/or English Language Arts
  • Knowledge of research, trends, regulations, policies, and issues affecting elementary English Language Arts (ELA)
  • skill in age-appropriate ELA instruction aligned to the Maryland College and Career Ready Standards in ELA
  • skill in data-analysis and in delivering, designing, and evaluating effective professional learning aligned to the Maryland College and Career Ready Standards in ELA and the MCAP ELA assessment
  • A depth of ELA content knowledge; skill in implementing, monitoring, and evaluating education programs
  • ability to interpret and apply principles and policies governing ELA education programs
  • ability to organize and manage multiple tasks
  • ability to work as a team member and establish and maintain effective working relationships
  • ability to communicate effectively, both orally and in writing

SPECIAL REQUIREMENTS

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
