Main Purpose of Job

The main purpose of the IT Functional Analyst Supervisor position with the Criminal Justice Information System-Central Repository (CJIS-CR) is to manage the daily operations of the CJIS-CR Training Unit conducting METERS, Live Scan and other CJIS-CR systems training. Additionally, the position assists with the project management of improvements and modifications to the IT systems utilized by the CJIS-CR, including the Maryland Automated Fingerprint Identification System (MAFIS), the Computerized Criminal History (CCH) database, Rap Back/SAM, the Repository Administrative System (RAS) and other IT systems.

POSITION DUTIES

Manages the daily operations of the CJIS Training unit to provide METERS and Live Scan training to Maryland law enforcement, corrections and other public safety agencies.   Develop new or modified training programs, as needed. Supervise the IT Functional Analyst Trainers assigned to the unit.  Assign work schedules, review and evaluate work completed.  Develop Standard Operation Procedures (SOPs). 

Assist with the project management of new and existing IT systems utilized by CJIS staff.  Supervise CJIS staff in user acceptance testing, implementation and evaluation of systems.  Evaluates the efficiency of operations and develops, revises and/or recommends new policies, standards and work flow procedures.

Assist CJIS customers (internal and external) with IT system troubleshooting.  Prepares monthly reports, evaluations and charts to monitor system transaction error rates and ensure compliance with CJIS and FBI standards.

Performs other duties on behalf of CJIS, ITCD and the MD DPSCS.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.  

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.  

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with MAFIS, RAS, or CCH systems.

MPCTC instructor certification.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
