POSITION DUTIES

This position serves as lead worker position that provides technical policy and procedural program support to statewide users which includes worker, supervisory, and administrative level staff. Assisting with the management of system development, maintenance, and testing efforts for all of the programs administered by the FIA that are currently or will be incorporated into the Eligibility and Enrollment system in MDTHINK, CARES, myDHS, and other FIA systems. The development activities performed by this position include designing, developing, testing, implementing, and maintaining the automated systems needed to support the Family Investment Program and the users of the system. Monitoring systems migrations and mass modifications is an integral function of this lead position. Overseeing the work of new personnel, providing guidance and training to personnel, and reviewing/monitoring work completed by personnel prior to submission to the Assistant Director. 

This position designs, develops, tests, implements and maintains automated systems in the Family Investment Administration in accordance with federal and state rules and regulations. This includes implementation of future enhancements. Presents design to contractor and evaluates proposed design changes to ensure compliance with state and federal statutes. Coordinates and tracks the Data Integrity, Overpayments and Treasury Offset Program(TOP) referral processes to ensure compliance with USDA FNS regulations. Develops procedures for Local Departments of Social Services as federal and state welfare reform changes are mandated in the use of the automated system and its impact on local workflow. Assesses system impact of changes in policies and procedures. Assists Director in establishing priorities for implementation of system changes. Maintains the on-line Help Text and Users Manual to reflect current policies and procedures. Trains staff on how to perform the above job functions and review work completed.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

EXPERIENCE: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

NOTES:

 1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
