Main Purpose of Job

IT Infrastructure Director is responsible for overseeing the design, execution, and maintenance of existing and new infrastructure technologies across the Department of Human Services (DHS) enterprise infrastructure which supports more than 10,000 computers, multiple data centers, and 100+ locations across the state. This includes researching and selecting the best technologies and standards; implementing and supporting new infrastructure technologies; and managing ad-hoc IT projects. The IT Infrastructure Director must review/approve architecture changes, conduct annual Data Center inspections (Data Centers currently located in Maryland, Georgia, Pennsylvania, and Indiana); mitigate audit findings by ensuring compliance with state and federal regulations such as National Institute of Standards and Technology (NIST) and Internal Revenue Service (IRS) safeguards; perform semi-annual disaster recovery tests, and oversee hardware refresh activities. This position will also be responsible for providing technical specifications for all DHS solicitations, evaluating vendor responses, and will act as the Subject Matter Expert (SME) for IT architecture changes. This position must exercise good judgment, discretion, and tact while working with difficult stakeholders in complex environments and utilize well-developed communication and personal interaction skills to enable successful relationship building and foster collaboration.   

POSITION DUTIES

The IT Infrastructure Director is responsible for:

  • Managing the daily operations of the Enterprise Systems Administration (E-SA), Network Engineering, and Data Center Services units, to ensure the infrastructure is functioning at optimal levels and systems are accessible 24 hours a day, 365 days a year.  This includes deploying, maintaining, and supporting enterprise technologies such as Microsoft Active Directory, VMWare VSphere & NSX, Storage Area Network (SAN), networking protocols, Heating, Ventilation and Air Conditioning (HVAC), Uninterrupted Power Supply (UPS), commercial power
  • Demonstrating leadership and organizational skills with the ability to transfer technical knowledge, influence team members, mentor staff, and issue discipline
  • This position is considered “Emergency Essential” and must respond to and address service interruptions 24x7x365; may require work afterhours, on holidays, and/or during weekends; requires the ability to lift 25lbs; climb a ladder; work under raised floors; travel to DHS offices statewide; and work from multiple locations as needed.  
  • Tracking and monitoring budget status; forecasting future budget needs; identifying potential budgetary issues; determining budget priorities; and providing direction on fund distribution for special IT initiatives.
  • Creating and modifying RFP’s, MOU’s, IFB’s and other procurement related documentation for DHS.  Participating in vendor solicitations, vendor evaluations, vendor selections, contract negotiations, and contract awards.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems or other related field, to include course work in network engineering or systems administration from an accredited college or university.

Experience: Four (4) years of experience in the implementation, management, and/or maintenance of IT infrastructures and IT systems including Local Area Network (LAN), Wide Area Network (WAN), cloud-based technologies, video technologies, and telecommunication systems (voice and data) and Three (3) years of experience supervising IT technicians/engineers.  

Note: Candidates may substitute a combination of the following for the required education and experience:

1.    Ten (10) years of IT infrastructure experience with progressive responsibilities.

2.    Five (5) years of experience leading and/or supervising IT teams and one (1) valid IT certification such as Microsoft Certified Professional, VMware Certified Professional, Cisco Certified Network Professional, AWS Certified Professional, or other.  Expired certifications shall not be considered.

3.    U.S. Armed Forces military service experience as a Commissioned Officer in the Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess: 

  • Experience in IT service delivery and/or IT project management roles.
  • Critical thinking, analytical, and problem-solving abilities.
  • Five (5) years of experience supporting, maintaining, and/or managing crisis for large infrastructures with at least 5,000 end users across multiple locations 24x7x365.
  • Two (2) years of experience creating and maintaining technical documentation such as project plans, end user communication, training guides, and/or statements of work.
