Main Purpose of Job

The main purpose of this position is to manage the Enterprise CISO for $14B State Agency with 9,000 desktops, 700 servers, 80 remote sites, multiple data centers, and +200 systems. Leverage MD THINK, MHBE, DoIT and CRISP to lead the effort to modernize systems security for over 200 applications and multiple data centers.

This position will directs the development, implementation, maintenance, adoption, practice and enforcement of Information Technology policies for the protection of in devices, applications and data (Analog & Digital) within the Department. Serves as the resident expert on technology practices, services and solutions that are available and recommended for Department infrastructure and applications. Coordinates the responses to deviations from policy and breaches of security. Promotes readiness for disaster recovery and business continuity in the event of system failures. Conducts other IT duties as assigned by management.

The IT Assistant Director will possess excellent presentation skills, writing skills and verbal skills to effectively communicate with OET's Infrastructure, IT Services, CTO. Applications, and senior level business unit management to ensure audit requests, state security assessments and overall security readiness of applications, network, DR and COOP are in alignment with MDH business requirements and state security guidelines.

Debrief and Prepare MDH Secretary for monthly Governors IT Security Council meetings and Office of Security Management support.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree or higher from an accredited college or university in cybersecurity or related degree program and 6 years of enterprise cybersecurity experience, including 1 year experience with network security Audits and IT infrastructure security monitoring and at least 1 year of experience with HIPAA compliance including BAAs and data privacy.

Additional related cybersecurity experience may be substituted for the required education a the rate of 30 credit hours for one year of experience. 

 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess:

  • Experience creating and maintaining security SOPs;
  • Strong analytical and customer service skills;
  • Experience resolving a wide range of cybersecurity incidents and advising business units of appropriate cybersecurity best practices;
  • Cybersecurity certification(s);
  • Excellent communications skills including writing, presentations and verbal;
  • Verbal skills to include communications with technical, business, vendors, and executives; and,
  • Coop and DR planning skills.
