Introduction

                                         

Maryland’s Interagency Commission on School Construction (IAC) seeks a dynamic Information Technology professional to fill a key leadership role in supporting it's work with other State agencies and school districts statewide. The IAC’s Information Technologies Systems Manager will lead the IT team at a pivotal time of transition and growth for this independent State agency.  

With passage of legislation (HB 1783) by the Maryland General Assembly in 2018, the IAC has taken on new responsibilities over State school construction funding where performance metrics have increased thereby expanding the opportunity for IT staff to make a lasting difference for Maryland’s students and educators.

The IT Systems Manager will formulate and oversee the agency’s information technology plan, identifying and implementing ways to streamline and enhance agency services and provide guidance to team members.

Annual Salary Range: $59,914 – $96,197

Main Purpose of Job

This position will oversee activities ranging from systems analysis and programming to data migration, software integration, refactoring, cloud computing, API integration, database management, and technical support for in-house and vendor-developed applications.  Managerial responsibilities will include collaborating in the development, testing, and implementation of computer information system services; meeting with senior management, vendors, users, and other IT administrators to discuss and resolve computer information system issues; and overall application architecture and standards including a comprehensive interface architecture that endeavors to achieve single data entry. The IT Systems Manager also supervises application development, with responsibility for identifying and orchestrating the development of improved mechanisms for collaboration across the agency, partner agencies, and with Local Education Agencies (LEAs). 

POSITION DUTIES

Develops budget requests associated with IT systems; prepares Request for Proposals for procurement of new software or improvement to existing applications and oversees the procurement of software and consulting services; monitors and oversees systems developed internally and systems developed under contract with vendors; assists development process with technical direction; coordinates IAC’s presentations and submissions for the State’s Department of Information Technology Portfolio Review meetings of major information technology projects (MITDP), information technology project requests ITPR/ITMP; submissions of mid-year and year-end project reports for the Department of Legislative Services. and establishes security, controls and processes to ensure smooth transitions between vendors; works with other state agencies (DBM, DOIT, MDP, and DGS etc.) as well as with the Local Education Agencies CIOs to develop and document application interfaces required by IAC.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s degree from an accredited college or university in information technology, or other related field(s) with specific coursework in the structure and use of automated information systems.

EXPERIENCE: Three (3) years of experience providing problem analysis and ongoing user support; coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems that are cloud-based, or housed on mainframe computers, or large client server platforms.

NOTES:   

1.        Candidates may substitute experience in Information Technology professional work on a year-for-year basis for the required education.

2.     Experience responding to, and resolving, help desk calls from users of computers or operating computer equipment, for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications, may be substituted, on a year-for-year basis, for the required education.

3.     Candidates may substitute additional IT related graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

4.     Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience leading meetings and motivating a team; demonstrated experience with program, project, or process management; demonstrated experience managing government procurement solicitations; hands on experience with SQL queries; hands on experience preparing a budget, scheduling, and formulating a scope from project sponsors; experience with Microsoft Office (including Word, Excel, PowerPoint, and Project).
