Main Purpose of Job
An IT Systems Technical Specialist is the full performance level of work planning, designing and developing improvements and new or advanced systems or applications across an entire area of specialization in application, communication, database, or operating systems software technology. The purpose of this position is to provide support in our day-to-day operations and in doing so, be the bridge to the planned Enterprise Licensing System for the Maryland Board of Nursing. The candidate should have expert knowledge/experience using Oracle Databases and writing SQL queries and also, have a more than general knowledge of server and/or pc configurations and problem solving. The candidate must have knowledge of system capabilities and be able to create a gap analysis for existing systems and be able to document capabilities of the current system versus the new enterprise system and validate assumptions for conversion opportunities. In addition, the candidate is expected to recommend 'best practices' and suggest how various capabilities can be leveraged to drive business efficiencies.
Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology. A copy of your transcript must be attached to the application.
Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.
2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.
3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate should have proven experience in programming SQL preferably Oracle but Microsoft is acceptable, teleconferencing, server, pc, VoIP, network, and project management experience is preferred.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
