The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of IT Programmer Analyst Supervisor (Information Systems Specialist) their Information Technology Unit.

Main Purpose of Job

The IT Programmer Analyst position for the Commission's Higher Education Information System provides programmatic and database technology support to collect, manage and analyze statewide higher education information. This position must coordinate its functions with other IT personnel to engage in the programming, collecting and editing of data collections from all segments of higher education. Based on specifications and requirements gathering, this position is responsible for internal application design, development, testing, implementation, and maintenance using standard information technology tools and coding custom programs using MS Access, Structured Query Language (SQL), SQL Server Reporting Services (SSRS), SQL Server Management Studio, SQL Integration Services, C # Sharp, Visual Basic Script (VBS) and Power BI. Types of applications include implementing automated database systems (i.e. SQL and Access), building applications that meet a specific need, building custom forms, and preparing reports, all to increase effectiveness and efficiencies in day-to-day operations. This position has responsibility for providing data in specific formats for the Stata analytical tool that allow research analysts to perform analysis of higher education information, support longitudinal studies, participate in policy/research studies, and prepare reports, surveys, and presentations. Provide support for internal IT applications.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2.Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Candidate must possess at least two years of experience using SQL Server v16.0.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable Qualifications:

  • Master’s degree in Computer Science, Information Technology
  • One year of experience working with IPEDS data formats and submissions
  • Experience with use of a data statistical package such as Stata, SPSS
  • Experience with SSRS, Power BI, C Sharp and VBScript programming languages
  • Experience planning, designing, building, implementing and maintaining IT systems, relational databases, batch data collection/transfer applications, and data security.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
