Main Purpose of Job

This position assumes responsibility, and accountability for the delivery of integrated community health nursing programs delivered throughout the Howard County Health Department, (HCHD), establishing, implementing and evaluating standards, policies and procedures for nursing and other health care services. In collaboration with the Health Officer, Deputy Health Officer and Bureau Directors, evaluates departmental clinical resources and services to ensure efficient and effective programs. Keeps abreast of community public health nursing innovative practices and recommends best practices to realize optimal patient and public health outcomes. In conjunction with the Assistant Director of Nursing and Community Health Nurse Program Manager manages nursing programs to ensure a competent and progressive public health nursing workforce and clinical programming.

MINIMUM QUALIFICATIONS

A master’s degree in nursing, public health or a related field from an accredited college or university and four years of experience as a community health nurse in an administrative, supervisory, consultative or teaching capacity or two years of experience as a community health nurse and three years of experience in an administrative, supervisory, consultative or teaching capacity as a registered nurse.

A bachelor’s degree in nursing or a related field and five years of experience as a community health nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should possess the following: 

  •  Minimum 2 years nursing administration including managing and supervising staff, overseeing schedules, implementing and monitoring quality standards 
  •  Experience with performance management processes in the healthcare setting
  • Excellent communication skills (verbal and written)
  • Ability to analyze data
  • Expert in Microsoft Office 365 and data management
  • Master’s degree in business management, public health, health administration preferred

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification positions must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4201 Patterson Avenue, Baltimore, Maryland  21215 or a license recognized by the Multi-State Compact agreement.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
