Main Purpose of Job

The main purpose of this position is to preserve, protect, and promote the health of the residents of Charles County residents by the administration and management of programs incorporated under the Division of Disease Prevention and Management. Responsibilities include overseeing a staff of approximately 45 professional, managerial, clerical and service personnel; managing an annual budget of approximately $3.0 million per year (including core public health funds, state and federal categorical grants, and county funds) and assessing, planning, developing, implementing, and evaluating nursing and other comprehensive programs devoted to linking residents with health resources they need.

Specific programs assigned to this division are as follows:

  • Cancer Screening Services - Southern Maryland Regional Program: Breast and Cervical Cancer Program (BCCP) and Colorectal Cancer Screening Program
  • Chronic Disease and Health Promotion - Diabetes, Cardiovascular Disease, Obesity educational programs and case management, Asthma and Lead, Mobile Integrated Health, Mobile Integrated Telehealth
  • Infectious Disease Prevention and Control - Surveillance; Rabies; Emerging Pathogens; Tuberculosis, Refugee Health; Employee Health; Child and Adult Immunizations and Screening, Public Health Emergency Preparedness Participation
  • HIV/STD Prevention and Care Program - Southern Maryland Regional Program: HIV/STD/CTRS Prevention Services; Ryan White I and II HIV/AIDS Case Management
  • WIC Services for woman and children - Babies Born Healthy; 150, 000 Surveillance and Quality Initiative, Education and intervention for healthy pregnancies. Fetal Infant Mortality, Childhood Fetal Mortality


Education:   A Master’s degree in nursing or related field from an accredited college or university.

Experience: Two years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity or one year of experience as a Community Health Nurse and two years of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse.


1. Candidates may substitute a Bachelor’s degree in nursing from an accredited college or university and two years of experience as a Community Health Nurse for the required education.

2. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and three years of experience as a Community Health Nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.  



Desirable candidates will possess experience with disease prevention and health promotion and experience with creating and maintaining budgets.


1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your license or license number must accompany your application.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
