Main Purpose of Job

The main purpose of this position is to supervise a group of Field Auditors who are assigned the task of examining the accounting records of selected taxpayers based on developed audit programs for Compliance with one or more of the business taxes, specifically Alcohol & tobacco Taxes, or fees administered by the Comptroller's Office. Also, this position advises representatives of commercial entities regarding acceptable accounting systems and internal control procedures for adherence to State revenue laws; applies tact and discretion when dealing with controversial issues with taxpayers.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university with six credit hours in accounting and fifteen credit hours in related courses (e.g., business finance, economics, business administration, information technology).

Experience: Four years of experience performing revenue field auditing or outside tax auditing.

NOTES:       

  1. Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles or professional auditing experience may substituted for one year of the required experience. 
  2. Certification as a Certified Public Accountant (CPA) may substituted for one year of the required experience. A Master’s degree in accounting from an accredited college or university may substituted for one year of the required experience.
  3. Additional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles or professional auditing experience may substituted on a year-for-year basis for the required education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting and budget classification or accounting and budget specialty codes in the auditing field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.
  2. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
