Main Purpose of Job

Manage the provision of library and information services and develop programs for inmates using current library practice and technology as defined by Correctional Education library policies and procedures and Department of Public Safety and Correctional Services regulations.

POSITION DUTIES

Delivery of Service- Open and operate the library in accordance with a standard operating schedule and in conformity with Correctional Education Library policies and procedures and Division of Correction regulations. Develop programs to meet the information and reentry needs of inmates.

Planning- Plan for the implementation, promotion, and delivery of services that meet the needs of the full institutional population. Design institutional procedures to ensure increasing usage, access, and information delivery. Develop collection based on population needs, mission of correctional education, and reentry needs of inmates.                      

Record Keeping- Maintain all records in compliance with library policy, meeting departmental standards for accessibility, uniformity, and confidentially. Prepare written reports monthly.

Program Evaluation- Evaluate monthly statistics and set goals to improve usage where it is incongruent with the size of the institutional population or lower than usage in other Correctional Education libraries of similar size.

Management - Recruit, train, and supervise inmate aides to work in the library in accordance with Correctional Education library goals and objectives. Participate in professional development learning opportunities to assure that skills are consistent with current library practice and with information retrieval and delivery techniques.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in Library Science or Library and Information Services from an accredited college or university or equivalent training.

Experience: Two years of professional library work.

Notes:

1. Candidates may substitute additional experience performing library work may be substituted on a year for-year basis for up to two years of the required education.

2. Candidates may substitute additional education in professional library work that is accredited by the American Library Association on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Librarian classifications or Librarian specialty codes in the library field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

- Experience in Library Science

- Experience drafting correspondence

- Ability to work as a team member; ability to communicate effectively, both orally and in writing; ability to lift and move materials and equipment

SPECIAL REQUIREMENTS

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing.  

CONDITIONS OF EMPLOYMENT: This position has been designated by the appointing authority as sensitive in nature.

Employees in this position are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting and background investigation by the CJIS-Central Repository.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.

Maryland Department of Labor's Correctional Education Program operates in Maryland state correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).  As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, Department of Labor may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.

SELECTION PROCESS

Units will select those candidates most closely demonstrating the ability to perform the duties for this position for interview. The eligible list will be used by Department of Labor for a period of one (1) year to fill vacancies in this classification.
