Main Purpose of Job
This position is primarily responsible for supporting the Agency's mission to prevent and control infectious disease of livestock and poultry, and to assure consumer confidence by conducting veterinary analytic and diagnostic tests in the assigned regional laboratory of the Maryland Department of Agriculture. As a staff supervisor, has the lead responsibility for technical and scientific work performed for those to be supervised. This position serves as the Technical Manager for the laboratory and is responsible for managing resources, operations, programs and represents the Agency. Additionally, the supervisor provides management relief and support as needed for the Laboratory Director and is considered an essential employee for continuity of operations purposes.
Assists, leads or trains other employees, student interns, work-study students and visitors in basic laboratory techniques, testing methods and biosafety laboratory procedures as assigned
Assists in hiring process, also disciplines, assigns work, approves leave and plans employee schedules
Conducts employee performance evaluations
Maintains equipment in working order, requesting calibration on repair in a timely fashion
Maintains inventory of supplies for those tests for which this positions is primarily responsible, ensures that in-date supplies are used efficiently, and places requests for purchase orders in a timely fashion
Assists with management of Federal funds associated with Federal Cooperative Agreement
Represents agency as subject matter expert, primary representative or may stand in for Senior Leadership by attending trainings, meetings, to legislators and other members of the public
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

Two years of technical experience in a veterinary diagnostic or research laboratory.
DESIRED OR PREFERRED QUALIFICATIONS
Experience handling Federal regulatory tests and forms (e.g., Equine Infection Anemia, Tuberculosis, Brucellosis).
Supervisory experience in a veterinary diagnostic or research laboratory.
Experience using Microsoft Office Suite (Word, Excel).

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
