POSITION DUTIES

The Research Support Specialist directs, manages, and supervises the research, evaluation, performance, and data analytics to enhance and improve central, metro (including Baltimore City) and local office of child support performance to meet required federal metrics.

This work includes support for producing data, ongoing data collection and analysis, report development, report/grant writing, development and analysis of federal, state, and department data indicators, evaluating progress made by both the state and local departments on these indicators, and assisting both state and local departments in developing program improvement plans.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (AND SELECTIVE; SEE NEXT SECTION BELOW) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

EDUCATION: A bachelor's degree from an accredited college or university.

EXPERIENCE: Four years of experience in administrative staff or professional work.

NOTES:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Candidates must posses one year of experience performing data analysis and research.

Candidates must possess one year of experience working with MS Excel, Access, Word AND MS PowerPoint.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

A Bachelor's degree from an accredited college or university, which includes coursework in Research and Data Analysis Studies

One year of year experience working in a Human Service-related program at state or federal level, such as child support, Temporary Assistance for Needy Families (TANF), child welfare, etc.

One year of experience establishing and evaluating performance and outcome measures

Excellent written and verbal communication and presentation skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
